Convert and expand a vacant 50-year-old, three-story building into a technically advanced, 24-hour emergency response center.
The new Office of Emergency Management, located at Cadman Plaza in Downtown Brooklyn, replaces the agency's former headquarters destroyed on September 11, 2001. SHCA's challenge was to convert and expand a vacant 50-year-old, three-story building into a technically advanced emergency response center.

As the first NYC agency headquarters building to achieve a LEED Silver Rating, it utilizes materials and fixtures not typically found in NYC public sector projects.

SHCA relocated the building core from the center to the side by adding 8,000 sq ft (743 sq m) to the north side of the existing structure. This dramatically increased the facility's overall efficiency. Once the original structure was gutted, new fire stairs, elevators, and restrooms were added. The latest A/V and IT systems and redundant electromechanical systems were installed. Additional infrastructure improvements include new water service, an 8,000-gallon fuel oil tank, a gas connection to provide alternate fuel for boilers, and emergency generators.

The 65,000 sq ft (6,039 sq m) headquarters houses the Emergency Operations Center, Watch Command, press/conference center and general office space. Linked to all communications channels, it is capable of 24-hour operation.
